Liberal MP, Katusabe speaks out on Hansard’s ratings

The Bukonzo County West Member of Parliament, Godfrey Atkins Katusabe has officially spoken about the recently released Hansard review on the performances of the Members of the 11th Parliament from May 24, 2021 to May 11, 2022. 

A hansard is an edited verbatim record of what was said in Parliament. It also includes records of votes and written ministerial statements.

According to the Saturday vision of May 28, 2022, the hansard revealed the performance of the MPs contributions on the plenary for a period of one year. It indicates that 64 MPs out of 514 have never said any word in parliament for one year they have so far spent in parliament.

In Kasese district, Ferigo Kambale (NRM), the MP for Kasese Municipality was rated as the best performer after contributing to the matters of national development 11 times, followed by Kasese District Woman MP, Florence Kabugho (FDC) 05 times and the Busongora South legislator, Gideon Thembo Mujungu (NRM) 04 times.

Others are Harold Tonny Muhindo (FDC), the MP for Bukonzo County East 03 times, Sowedi Kitanywa (NRM for Busongora County North 02 times and Godfrey Atkins Katusabe (FDC), the MP for Bukonzo County West did not contribute to the matters of national development on the floor of parliament in a period of one year according to the hansard.

However, speaking to rwenzoridaily.com in an interview, Katusabe described the hansard’s ratings as biased and unfair, arguing that he was surprised when he read the said newspaper. Hon. Katusabe, who lashed at the ratings, said he has severally contributed to the parliamentary debates when everyone is seeing and wondered how the hansard gave him a zero.

According to the information our Reporter obtained from Parliament House in Kampala, Hon Katusabe on December 02, 2021 informed the August House about the health conditions and situations of the incarcerated Obusinga Bwa Rwenzururu Royal guards that seem tragically following the path of the nine members that had painfully lost their lives in prison.

And in response, this is what the Deputy Speaker, the Rt. Hon. Anita Annet Amongi said “Hon. Atkins I want us to discuss this in a way that helps the people. We want to ask the Attorney General, what are you doing to ensure these who are sick in prison, do not die those ones? That is the first thing.

Secondly, what are you doing to ensure that we have a speedy trial of these people?” the Deputy Speaker asked.

Katusabe quoted some of the issues of national importance he has ever contributed to on the floor of parliament including the Scarcity of Water in Kasese district, the Omusinga issue and the controversial coffee bill among others.  However, it should be noted that a Member of Parliament has four major roles including legislation, budget approval, oversight and representation.
